[SPT/CWIS] newinterface skinning bug?

In a default install of CWIS, when you create a new user interface  
with the ./newinterface command, the SPT--StandardPageStart.html file  
that is generated never calls the corresponding SPT--Stylesheet.css  
file in the same directory, but instead continues to load the one from  
SPTUI--CWIS/Themes/Theme--ArcticSilver/
