[SPT/CWIS] Assign controlled name

I have another question.  When I search for a controlled name and then 
click the "assign" button, I get the following error message.

The requested URL /proceedings/SPT--EditResource?ID=-2 does not exist.

Can anyone give me any suggestions as to what might be wrong?
