    It's more of a design flaw than a bug, but
    that's the way it works in all installations
    of 1.4.0.  We've completely replaced the
    cataloging interface (including the above
    mechanism) in the newest version of CWIS,
    which will be released in October.  There's
    been a lot of work put into making the new
    interface fast and easy to use, and I think
    most folks will be pretty pleased with it.
