Were you logged in when running the search?
If you're not logged in there normally should
have been a second "GROUP" section in the
above output, which would have included the
Release Flag check.
It's fine for Release Flag to not be included
in keyword or advance search, and for it to be
marked "Metadata Tool Only", but it does need
to be enabled for it to be considered. Other
than that, I don't know of any reason why it
might not be checked during search.
