You'll need to enter either "oai_dc" or
"nsdl_dc" in the "metadataPrefix" box on the
OAI Repository Explorer before using the
"List Identifiers" or "List Records" commands.
(The OAI Repository Explorer is the page that
you're taken to via the "Test OAI" link.)
You may also want to check the mapping of your
metadata to the oai_dc and nsdl_dc fields via
the "OAI Configuration" page.
No changes to SPT--Local.php are needed to
use OAI, though that is where you would set up
any special conditions to determine which
records are available for harvest.
