[SPT/CWIS] classifications vs option lists/controlled names

Hello,

What's the criteria for deciding whether to implement a list of record tags
as a classification or as an option list/controlled name (like Resource
Type)?

I have such a list,  and am about to use a classification,  but wondering if
for some reason option list would be better.
