[SPT/CWIS] verboten

Dear CWIS users,

I just finished installing, to a point, version 1.4.0 of CWIS on my
iBook.

I received the following message in at the command line:

The command-line portion of the installation has finished
successfully.
To complete installation of CWIS go to:
     http://192.168.1.119/~ml5003/CWIS--Install.php
with your web browser and follow the instructions given there.

However, when I go to the browser as instructed, I get

Forbidden
You don't have permission to access /~ml5003/CWIS--Install.php on
this server

Any advice?
