[SPT/CWIS] CWIS 1.4.0 Install for Windows

Yea, I can see that now, and I can see that my problem isn't with the
directories. I'm having problems logging in to CWIS after it's
installed. It accesses the database ok, at least enough to recognize
whether or not I have a valid login name or not. But if I login with the
right name and password, I just end up at a white screen at
SPT--UserLogin.php and I can't go any further. 

Any ideas what would cause this problem?
